bitcoin core – Is it right to say that steady transactions are on totally different blocks more often than not?

I am new to the concept of bitcoin and I am taking an introduction course about it. Given the next image from the unique bitcoin paper, is it right to say that steady transactions are on totally different blocks more often than not?

If that is true, after a miner obtain a broadcast of some transaction, how did he discover these predecessor transactions for these to be processed transactions, so he can kind his personal block containing these transactions? Does he should flick through all of the transactions on the earth to search out these “predecessors”?
